Debashis Sen, an ex-IAS officer, was the Chairman of Smart City New Town for a decade. He was the Chairman of HIDCO for over 10 years.

He has served as an Additional Chief Secretary in the Urban Development and Information Technology Department for several years and as the Chief Electoral Officer of West Bengal for five years. He belonged to the 1985 batch of the IAS. He is an alumnus of Presidency College, Kolkata, Saha Institute of Nuclear Physics, and ENA, France.

Debashis Sen is now the Founder and CEO of NBC Pvt Ltd, which advocates for the use of AI tools in various sectors. He is Chairman of Sahaj Retail Ltd, a company that focuses on bridging the digital divide between urban and rural India. He is a pioneer in AI Art on Canvas and has held several exhibitions with his contemporary creations.
